Can Compact NSX range of breaker comply with the double Insulation rate current 100% continuous characteristics.

A Class II or double insulated electrical appliance is one which has been designed in such a way that it does not require a safety connection to electrical earth (ground).
Insulation class classification is covered by the IEC 61140 and also IEC 60664-1 which covers the insulation coordination for LV products.
All Compact NSX circuit breakers are class II front face devices. They may be installed through the door of class II switchboards (as per IEC standards) without downgrading switchboard insulation.
So a class II product complies with the double insulation connection as per the IEC standards 61140 and 60664-1 specification.
