Why output voltage is present at the output terminal of ATS48 when motor is not connected and it is on Rdy state.

We know that voltage is present at output terminal of the ATS48 starter when it is off state when the motor is disconnected.
Why? In parallel of the thyristor, the component RC is mounted for help at the commutation. Refer to attached file.
However these components provide the residual potential at the output of the starter even if the thysristors are not fired.
