When I start the control client from a web client the Internet Explorer information bar displays telling me that it has blocked the running of scripts or ActiveX controls.

One of the reasons for this issue is Internet Explorer security preventing the download of any ActiveX controls.
To resolve this issue, add the web site to the list of trusted sites under Tools -> Internet Options -> Security.
